
CIC Management Inc (CICM) manages properties comprised of over 4,055 units located in Imperial County, San Diego and Sacramento counties and Yuma County, Arizona.
The management team members include Cathy Berg, Chief Financial Officer and Robin Pelton, Director of Operations. Other corporate staff include a Marketing and Lease-up Manager, Administrator, Human Resource Clerk, Degreed Accountants, Account Receivable and Payable Bookkeepers and assistants.
Site level staff typically includes an on site Community Manager and a full time Maintenance Technician. The larger properties also have an Assistant Manager, additional Maintenance Staff and Housekeeper. Total employees now exceed 116. On a day to day basis, the Community Managers interact with the Regional Property Managers with respect to operational issues and questions relating to policy and procedures. The Regional Property Managers personally visit each site in their portfolio every two weeks. Complete physical inspections of the properties are conducted twice a year. The Regional Property Manager ( and frequently a member of the Compliance Team ) is always present for any Investor, Lender or Agency audits and inspections.
On a routine basis for tenant recertification or qualification at move in, the Compliance Staff works with the Community Manager, Assistant Manager and Regional Property Managers to audit and approve files. Each quarter a full file audit is completed for new move-ins and income recertifications over the prior 90 days. Quarterly compliance training is provided to all site level personnel and Regional Property Managers and as needed for refresher training and changes in regulatory requirements.
In addition to external reporting to investors, Lenders and Agencies, in-house financial statements are prepared and evaluated on a monthly basis to compare the property performance to budget. Audited Financial Statements are prepared by an Independent CPA annually.
CICM will continue to add new housing units to its portfolio each year.

Cathy has been part of the Chelsea Investment Corporation team since 1996. She has served as Chief Operating Officer, Project Manager and Financial Analyst, and her current capacity is that of CFO of CIC Management. She is responsible for making decisions regarding financial management, recordation, reporting and interpreting financial data, and providing methods of systematic evaluation of business activities. She participates with the business leadership team to develop and implement strategies to improve cash flow and support the long term profitable growth of the Company. Cathy holds a Bachelor’s Degree in Accounting, has successfully passed the CPA exam, and has over 20 years experience in Commercial, Retail and Multifamily Development and Property Management.

Robin Pelton is responsible for all property management functions for over 4,000 affordable housing units in California and Arizona, consisting of high-rise, mid-rise and garden configurations. Her asset and property management expertise covers lease-up to sustained occupancy, capital needs assessments, corrective and preventive maintenance, due diligence, construction and property renovation and employee supervision and training. Additionally, Robin is responsible for regulatory compliance and reporting to regulatory agencies, lenders, investors and partners. Her wide range of experience is instrumental in assisting both the CEO and CFO with the outstanding growth of the company.
