
Emmerson Construction, Inc. was formed in 2000 to construct affordable multifamily housing projects for Chelsea Investment Corporation and its affiliates. With a focused attention to providing a complete and detailed construction service, ECI has assembled a team of experienced professionals who share a common goal of providing competitive market pricing, consistent quality, time sensitivity and risk exposure mitigation. These are all necessary components for the security of multifamily lenders and investors.
Finish Tech Corporation and Frontera Construction Corporation also provide construction services for Chelsea Investment Corporation.
General Contractor
ECI is committed to delivering products and services of exceptional quality to all of its clients. Projects typically include community buildings with leasing offices, class and computer rooms, kitchens and common areas for community programs. Each project also contains extensive site features for the enjoyment of residents such as tot lots, garden areas, architectural paving, laundry facilities, shade structures, pools, carports, benches and eating areas and barbeque stations.
The building structures normally consist of reinforced or post-tensioned concrete slabs with Type V wood frame construction; multi colored stucco exteriors, and decorative patio and balcony railings. The buildings exceed Title 24 standard energy efficient standards with features such as dual pane windows with low E glass, lightweight concrete floors, fully insulated roofs and walls, 2x6 framing, and energy efficient appliances. Most projects also include extensive green features including solar panel systems to handle the property’s common areas such as lighting, laundry rooms and pool requirements.
ECI has also successfully constructed a high density podium style project with structured parking.

ECI offers construction management services where there is a different firm acting as general contractor. Under this arrangement, ECI provides owners overall project oversight, budget and schedule review, quality assurance and related services.
Facility Maintenance
ECI provides ongoing facilities maintenance services for all projects operated by Chelsea Investment Corporation and its affiliates. These services consist of scheduled and emergency repairs and common area maintenance.

Chief Financial Officer
Emmerson Construction, Inc.
Gerri Jones has worked in homebuilding and land development for over 15 years in the accounting and recording departments of both national and regional homebuilders. She currently serves as the Chief Financial Officer of Emmerson Construction, Inc. and is responsible for the day-to-day financial management, business plan development, and system upgrades for the company. She holds a Bachelor’s Degree in Accounting from Cal State Long Beach, where she graduated with honors. She recently passed her CPA exam.
Senior Project Manager

Ron Brockhoff has performed real estate development management, construction management and project management services on more than $250 million of housing over his 28 years in the business. Prior to joining Emmerson Construction, Ron was director of Pardee Homes’ Multi-Family Division in San Diego County. Ron Currently serves as Senior Project Manager at Emmerson Construction, Inc. and is responsible for entitlements and project management of complex construction projects.
Ron received his Bachelors degree in Business Administration with an emphasis on Real Estate Development from San Diego State University.

Janice Patterson joined Emmerson Construction, Inc. after working in the construction industry over 25 years. As Project Manager, she leads the field and office construction teams and collaborates with the Development Project Managers, Architects, Consultants and City and Government entities. The scope of her responsibilities includes purchasing the offsite and onsite work, implementing the plans and specifications with quality, energy efficient and durable construction products and practices for multiple projects simultaneously. Janice obtains building permits, prepares and maintains budgets and construction schedules for tactical field operations to ensure strategic goals are met.
