Chelsea Investment Corporation, Assemblymember Jeff Gonzalez, and Imperial County Supervisor Martha Cardenes-Singh Join Together to Celebrate the Grand Opening of Miraluz, a 63-Unit Affordable Housing Community for Families and Farmworkers.
63 Imperial County Families will Have a New Place to Call “Home”
Heber, CA – December 15, 2025: Carlsbad-based Chelsea Investment Corporation, Congressman Raul Ruiz, State Senator Steve Padilla, Assemblymember Jeff Gonzalez, and Imperial County Supervisor Martha Cardenes-Singh celebrated the grand opening of Miraluz, a 63-unit affordable housing community in Heber, California.
Agriculture contributes over $4.5 billion to the Imperial County economy. Agriculture also supported nearly 13,000 direct employees, or about one out of every six jobs in the county, many of which are in Heber.
Consisting of four 2-story residential buildings, and one 2,213 square-foot community building, Miraluz is an affordable housing community exclusively for families and farmworkers in Imperial Valley. Residents will enjoy 16 1-bedroom units, 32 2- bedroom units, and 16 3-bedroom units. Six units are set aside for individuals with intellectual or developmental disabilities. The Miraluz community also includes a Tot Lot and BBQ area.

Chelsea’s non-profit partner for the Miraluz development is Pacific Southwest Community Development Corporation (PSCDC) and will offer residents adult educational and skill-building classes to include computer literacy, ESL, art classes, job counseling, financial literacy, health and wellness workshops, and a food distribution program at no cost to the residents.
“Miraluz is more than new housing, it’s an investment in the families and farmworkers who are the backbone of Imperia Vaey. Projects like this strengthen our communities, support our workforce and give people the stability they need to thrive,” said Assemblymember Jeff Gonzalez.
Funding sources for Miraluz include Federal IHTC funding, an Infill Infrastructure Grant from HCD, a USDA 514 loan and rental assistance, a USDA 538 loan, and loan financing from Border Communities Capital Company, Southern California Housing Collaborative, and Imperial Valley Housing Authority.
